Import permit ( PI ) for horticulture product :  garlic, soybean, fruits and vegetables

Importing garlic, soybeans, fruits, and vegetables into Indonesia requires two main steps: obtaining a Horticultural Product Import Recommendation (RIPH) from the Ministry of Agriculture and an Import Approval (PI) from the Ministry of Trade.

The specific procedure and requirements depend on your exact commodity:

  1. Garlic, Fruits, and Vegetables. These are classified as fresh horticultural products. You must secure an RIPH certificate from the Ministry of Agriculture, which is then used to apply for an Import Approval (PI) through the Indonesia National Single Window (INSW) portal./
  2. Garlic Specifics: Garlic imports are heavily regulated. The RIPH application requires importers to show proof of a domestic planting or production commitment
  3. Timeline: Import Approvals (PI) for fresh produce must typically be applied for in December (for Jan-June arrivals) or June (for July-Dec arrivals), unless stated otherwise for specific produce.

Soybeans (Palawija) Soybeans are considered food crops, not horticultural products. Therefore, they do not require an RIPH. Instead, you will apply directly for a soybean Import Approval via the Ministry of Trade using the Indonesia National Single Window (INSW) portal.

General Administrative Requirements

Before applying for any permits, your company must ensure it has the following setup properly configured via the OSS System:

  • NIB (Business Identification Number)

  • Appropriate KBLI Codes: Your business must be registered under the right wholesale categories, such as KBLI 46312 for fruits and KBLI 46313 for vegetables.

  • Company Documents: Legal deeds, taxpayer ID (NPWP), and proof of adequate warehouse/cold storage facilities.

  • Quarantine & Food Safety: You must pass Badan Karantina Indonesia and BPOM regulations upon product arrival.

If you would like to proceed, please tell me:

What is your company type (e.g., PT, PT PMA, or CV)?

Do you already have your NIB and relevant KBLI codes?

Do you have proof of adequate storage facilities in your area?

I can then provide specific license application templates or help guide you through the next steps on the OSS portal.
